Marked this as Open for now, since there hasn't been much progress. I've also heard from Stripe that they may be implementing PayPal integration starting in Europe, and maybe eventually North America as well.

Sorry folks,
We've applied multiple times to the PayPal Commerce Platform without hearing back.
There is another way to integrate, by manually creating an app within PayPal and sharing the credentials.
For now, I'm putting this into our backlog since this hasn't been worked on for so long.
